SOIL EROSION & SEDIMENTATION CONTROL FEE SCHEDULE
Non-refundable Administrative Fee: $300
Escrow Deposit:
Minor Project (no more than five (5) acres in size of disruption) $5,000.00
Major Project (larger than five (5) acres in size of disruption) $10,000.00
The Escrow Account will be evaluated by Pittsfield Charter Township when there is approximately 30% remaining in the account. If deemed necessary by Pittsfield Charter Township, the account will require a deposit in the amount of half of the original Escrow amount ($2,500 or $5,000) to remain active. If the Escrow Account becomes inactive, then an additional $300 Administrative Fee will be charged to re-activate the account. Remaining funds in the Escrow Account will be released when the project is complete, all permanent measures are installed and functioning, temporary measures are removed, and a final inspection has been approved.
Performance Deposit (Cash Bond) will be required to be submitted with the Permit Application. Funds will be released when the project is complete, all permanent measures are installed and functioning, temporary measures are removed, and a final inspection has been approved. The Performance Deposit (Cash Bond) shall be $500 per acre disturbed, with a minimum of $2,000 per project.
If a minor project consists of earth changes for a proposed or already existing single private residence, landscaping activities that require a Soil Erosion and Sedimentation Control Permit, or agricultural practices other than the plowing and tilling of fields for crop reduction, then the Administrative Fee, the Escrow Account Deposit, and the Performance Deposit (Cash Bond) will be half the amount stated above.

An Administrative Fee and Escrow Deposit shall be paid at the time the Permit Application is filed. The Applicant shall provide an Itemized Utility Installation and/or Private Road Construction Cost Estimate that will be reviewed by the Township Engineer, per Section 36-73 of the Pittsfield Charter Township Utility Installation Ordinance No. 253. The Township shall charge all Township review and construction administration expenses related to the installation, acceptance, and dedication of the utilities permitted, including, but not limited to, shop drawing reviews, construction observation, punch lists, and legal expenses.
Pittsfield Charter Township may adjust the amount to be deposited in the Escrow Account. A 30% minimum balance in the Escrow Account must be maintained for the duration of the project. If, at any time, the Township determines the amount in the Escrow Account is inadequate, (i.e. 30% below the original Escrow amount), the Township may direct the Applicant in writing to deposit additional funds. Any such written request shall be accompanied by an up-to-date billing statement. Such additional funds shall be delivered to the Pittsfield Charter Township Treasurer’s Office within fourteen (14) business days of the date of the written request to the Applicant. In the event the funds in the Escrow Account are depleted, and are not adequately replenished within the above stated timeframe, then a Stop Work Order shall be issued by the Township Code Enforcement Officer. Any Permits or Certificates of Occupancy shall not be issued to the Applicant for any work on the subject project until the Stop Work Order is lifted.
Applicant is strongly encouraged to contact the Director of Utilities at (734) 822-2106 and the Township Engineer at (734) 822-3109 for an explanation of all procedures. Work cannot begin until the Utility Construction Permit is approved and issued.

Escrow Requirements (* and **)
*The deposit shall be due when the application is submitted. The Township will charge all review and inspection expenses to this deposit, including but not limited to planning, engineering, legal and environmental assessment services.
The escrow account shall maintain a balance of not less than 30% of the original [opening] balance. If the Township determines that the account will require an additional deposit/s, the amount will be one-half (1/2) of the original escrow amount to remain active.
Any remaining funds in the escrow account will be released when the project is complete (all permanent measures are installed and functioning, temporary measures are removed, and final inspections have been approved).
**A revision of a final site plan shall be determined to be minor if in the opinion of the Zoning Administrator the nature and scope of the change does not substantially change the approved site plan. The refundable deposit for costs for minor revisions shall be one-half of the above required deposit.
*** Engineering review fee will be established through the submission of a construction estimate for site improvements including but not limited to water main, sanitary sewer, storm water system, site grading, paved areas, roads or any other improvement which will have an impact on the development of the site by the design engineer to the Township and reviewed by the Township Engineer for accuracy. The engineering fee shall be an accumulative total of all but not limited to the items describe herein and calculated at a rate of 1.5% of the total value. The fee shall be deposited as described in the Engineering Site Plan Review Fee Schedule prior to any level of effort expended.
